The Permission-Giving Structure of First Christian Church First Christian Church has adopted a permission-giving structure to carry out its ministry. In this model, the Ministry Council, a group of 16 congregationally elected leaders, serve, in effect, as the “church board.” More importantly, the Council seeks to assure that core ministries, which are those essential to the church’s work, are maintained and to nurture the emergence of endorsed ministries. Endorsed ministries are those ministries that are consistent with the vision and values of FCC and that three or more members unite to undertake.
